Research direction
Open the Flow internationalization documentation at the linked URL and review where locale configuration is currently described. Add a section explaining the setLocale API, then verify that the page clearly covers how users set the locale.

Description
The Flow internationalization docs somehow fail to mention the setLocale API at all. Seeing as how that's just about the most important part of the i18n API, there should probably be a section on that.
