test_stty.rs: Support bsd cfg_aliases

The cfg_aliases setup is in src/uu/stty/build.rs, and the failing side is tests/by-util/test_stty.rs, which does not pick up the BSD alias. Compare how the two files declare their cfg flags, then run the stty tests on a BSD target or with the matching cfg set. Done when the BSD-gated tests compile and run under the same alias. Pull request 15425 is already open against this issue, so review it before starting new work.
