Describe the bug

I'm running into certificate errors.

Steps to reproduce the bug

When trying to clone the repo I get "fatal: unable to access 'https://github.com/uswds/uswds-tutorial.git/': SSL certificate problem: unable to get local issuer certificate"

So I downloaded a zip version and put code manually in my local directory.

Then when running "npm install" I get more certificate errors.

npm ERR! errno UNABLE_TO_GET_ISSUER_CERT_LOCALLY

Any suggestions would be appreciated.
