Research direction

Start with the existing tools/ directory and the Lint job in the CI workflow to see how scripts are run there. The new check should walk packages/*/docs/changelog.rst and parse each file with docutils.core.publish_doctree at report level 1, failing on WARNING or above. Done means the Lint job fails on a malformed heading or bad literal in any member changelog, and passes on the current files.

Written by the indexing model from the issue text.

Description

enhancement pkg: workspace

Two members' changelogs are parsed by no docs build and so by no gate: packages/sphinx-ai-index/docs/changelog.rst (the extension has no docs site) and packages/ub-test-reports/docs/changelog.rst (linked from sphinx-test-reports' docs on GitHub, not built). A malformed heading or a bad literal in either ships unnoticed. During the 9.0.0 train both were parsed by hand with docutils.core.publish_doctree at report level 1 and were clean (INFO messages only).

A small hook — parse every packages/*/docs/changelog.rst with docutils and fail on a WARNING or above — would close the gap for every member, including the ones whose docs builds already cover theirs. tools/ is the place; the Lint job runs it.

Found by the 9.0.0 release train's build (#2213).
