Description
Non-blocking follow-ups from the re-review of #745 (merged). (1) start_project reuses any visible project with the same name, including one a person made, and adds a kickoff task to it. Only reuse projects the same grant created (key it on origin/grant), otherwise create a new one or ask. (2) A retry crossing the 10-minute idempotency window can duplicate. Consider a client-echoed requestId in the tool output that the assistant can pass back, or a sliding window. (3) A replayed kickoff still reports that a wake was queued; report replayed:true instead. Rules: fresh branch, one PR, body passing node scripts/ci/check-pr-process.mjs --body-file, tests, don't merge.
