Research direction

The bug is in the dashboard feed, where issue links currently open in the same tab. Start by finding the Next.js component that renders feed items and the anchor or link element that points to each issue URL. The change is to open those links in a new tab, for example with target="_blank" and rel="noopener noreferrer". Done means clicking an issue from the feed opens it in a new tab, and the dashboard stays in place. The issue names no test, so verify by hand in the running app.
