Research direction

The issue points to the C API reference page for box_raw_read_view_new(); start by reading that page and checking how it describes the function's return value and errors. Document the 100 ms rate limit, ER_READ_VIEW_THROTTLED, and the retry behavior described here. Done means the reference explains when the function can return NULL and what callers should do.

Description

c api

Since: 3.9.0, 3.8.2, 3.7.2
Root document: https://www.tarantool.io/en/doc/latest/reference/reference_capi/read_views_c_api/#c.box_raw_read_view_new

Creation of read views is now rate-limited: a new read view can be opened
only 100 ms or more after the previous one. box_raw_read_view_new() never
yields. If it is called too soon after the previous read view was opened,
it returns NULL and sets the error ER_READ_VIEW_THROTTLED. The caller
should retry.
