Research direction

Start with the User Story in issue #136. Determine the specification work needed for a resource controller to allow defined vetted agents access when the resource owner has not granted it; completion requires a decided requirement or specification outcome.

Written by the indexing model from the issue text.

Description

User Story

As a resource controller, i.e., an agent that is able to set and modify access control rules on particular (sets of) resources, I need to allow a certain defined set of agents to access the resource (potentially "overruling" access control rules set by a resource owner).
