Research direction

Start by reading the HTML specification change linked in the issue and comparing it with html5ever's current parsing behavior for processing instructions. No source file or test is named, so locate the parser entry point and relevant parsing tests first; done means html5ever accepts the specified <?target data> form and the behavior is covered by tests.

Written by the indexing model from the issue text.

Description

The HTML spec recently got updated with support for processing instructions, which html5ever cannot parse at the moment.
I can make a PR for this, as it blocks my effort to update html5gum to also support processing instructions.
