[Known Bug]: Replace Searchbar - Replace with Widget function broken in Android 17 QPR1

Bug Description

In 18.2 the ability to replace the Searchbar fails every time, a prompt shows up asking to allow permission for a widget and when I grant it, it fails and goes back to "none"

I use this with an app called Pixel Search (rk.android.app.pixelsearch) to regain the original functionality of the google search bar before they changed its behavior while retaining its original look since google forces the annoying google doodle onto the search bar now.

Also I know essentials has its own search now but it lacks the look/theme I want.

Steps to Reproduce

1. Update to 18.2
2. Replace Searchbar
3. Select widget and choose a widget
4. Grant Permission to create widget
5. Fails to do so and goes back to NONE setting

Expected Behavior

Should replace searchbar with selected widget
