Add "Restart Windhawk" in the tray menu

Description
When something goes wrong with the Windhawk modules (for me it's mostly the start menu's app list becoming blank after letter A), exitting and restarting Windhawk is the quickest way to fix.
Currently there's only an option of "Exit" in Windhawk tray icon menu. Adding a "restart" option will save the extra step of starting Windhawk again.
