Research direction

Start by reading the CLI configuration handling for cert and key, then compare how empty values from the shown TOML config are handled between versions 0.39 and 0.41. Reproduce with pulp user list using a config containing cert = "" and key = ""; done when the command still authenticates successfully with that older config.
