No file or test is named in the report. Start by locating the pyvenv resource and its systempkgs option, then reproduce the missing pip command with a Python 3.4 virtual environment on CentOS 7. Done means systempkgs=true creates or resolves the expected pip executable and the virtual environment uses the intended Python version.

Setting systempkgs => true, in pyvenv gives the following error -

Could not evaluate: Could not find command '/opt/jupyterhubenv_p34/bin/pip'

Virtual Env Dir:

Also default pip in the virtual env seems to be python2.7 :
