400130: Bad Request There was a problem querying the crosstab for view

Start with samples/export.py and the views_endpoint.py traceback, then reproduce the Excel export against a view containing no data. Trace how the 400130 response is handled and define the expected behavior for this empty-view case; the issue is done when that export path has a verified outcome instead of the reported failure.

Describe the bug
When a workbook's view contains no data, the export to excel would throw the following error.
400130: Bad Request
There was a problem querying the crosstab for view
