Bug description

The arrow-dark highlighting theme gives the RegionMarker token a background of #f8f8f2 and a text colour of #00e0e0.
That pair has a contrast ratio of 1.54:1, far below the 4.5:1 of WCAG 2.2 Success Criterion 1.4.3.
axe-core reports it as color-contrast, impact serious.

Every other token of arrow-dark takes only a text colour and sits on the code block.
The light band looks like a leftover from a light theme.

Region markers show up in C and C++ (//BEGIN and //END) and in other KDE syntaxes.

Related: #14090 (arrow-dark has no code block background, see https://github.com/quarto-dev/quarto-cli/issues/14090#issuecomment-3945376236) and #14135 (inline code does not use the theme background).
This one is a token-level background inside the theme file, so it stays even once the code block has a background.

Steps to reproduce
---
title: "arrow-dark RegionMarker contrast"
format:
  html:
    theme:
      light: default
      dark: darkly
    respect-user-color-scheme: true
    syntax-highlighting:
      light: arrow-light
      dark: arrow-dark
---

```cpp
//BEGIN region
int x = 1;
//END
```

Render it, open it with the system in dark mode, and inspect code span.re.
Quarto 1.10.19 and the current development build both produce this stylesheet.
The theme file is the same in the 1.11.7 pre-release.

Actual behavior

The dark highlighting stylesheet has:

code span.re {
  background-color: #f8f8f2;
  color: #00e0e0;
}

Both markers compute to rgb(0, 224, 224) on rgb(248, 248, 242), which is 1.54:1.

Dark mode code block: the //BEGIN region and //END lines show cyan text on a near-white band, while the other tokens sit on the dark background

Expected behavior

The region markers are readable in dark mode.
Dropping background-color from RegionMarker in arrow-dark.theme puts #00e0e0 on the dark code block, like the other tokens.
