Describe the bug

The Copilot CLI runtime forcefully revokes tool execution capability when remaining session credits drop below a conservative threshold (~100-150 credits), even though the session still has sufficient credit capacity (e.g., 57.1 AI credits remaining) to perform individual tool calls. The runtime injects Final model call for this session: do not call tools; summarize progress, state what remains, and stop, completely preventing final non-destructive operations (such as copying a file).

Create session and reach 940 credits used
Try to do one tool call
Copilot keeping return summary session and prevent tool calling

Expected behavior
