This is a design proposal, not a scoped task. The payload names only the proposed subcommands bundle package build and bundle package deploy and no existing files or tests. Before any code, the first step is a maintainer discussion on how dependency resolution and the .dab artifact format should work. Done would mean an agreed design, not a patch.

Describe the issue

Feature Request: DABs should have a "package time" dependency resolution (pull from pypi/maven/... repositories the defined dependencies and package the DAB contents with dependencies into a single artifact (zip) .DAB file that can be kept for audit purposes and deployed to multiple workspaces without modification.

Why is this important (criticality)
  1. License compliance assurance
  2. Dependency Security (library poisoning protection)
  3. Data/AI Model & Process Auditing
  4. Test Validation & Process/Model Promotion with minimal risk injection (no code changes between environments)
Configuration
  1. Repostiory Service (Artifactory/Nexus/etc...) with license & security scanning & verification.
  2. Any DAB
  3. Dependency declaration mechanism: we use pom.xml for example, since we declare java dependencies often, though with plugins we can depend on other .dab files, or pypi coordinate references (for whl)
Ideal Behavior

command: bundle package build
result: <bundle_name>-<bundle_version>.dab (self-contained all dependencies included)

command: bundle package deploy <package_uri>
result: the dab file located at <package_uri> is deployed to the target, all uses (server | serverless) use dependencies from the deployment location, no internet/repository resolution at runtime.
