The issue names no source files or tests. Start from the existing ILS Rückmeldung timer and the ETB entry list the issue mentions, then find where the PDF Bericht is generated. Scope is several features at once: a Lagemeldung module, prefill, a send command, a Buchstabier-Helfer and a PDF section. Ask the maintainers to split it before writing code, since done is not defined for the whole set.

Problem / use case

During an Einsatz the Lagebuchführer drafts the periodic Lagemeldung to the ILS and reads it out over the radio. Lagebuch already reminds them to send it (the ILS Rückmeldung timer), but there is nowhere to write it, and nothing records what was reported and when.

A Lagemeldung always has the same structure:

  • Meldender (the ELW's own Funkrufname)
  • Einsatzstelle
  • Lage
  • Durchgeführte Maßnahmen
  • Eingesetzte Einheiten
  • Nachforderungen

Put together, these make one Funkspruch to read out, for example:

Street names and other proper nouns often have to be spelled over the radio, and the phonetic alphabet is not always at hand.

Proposed solution
  • A Lagemeldung module: a numbered list of Lagemeldungen (Nr. 1, Nr. 2, …) with the fields above, plus a composed, read-aloud Funkspruch preview.
  • Prefill from the incident where it can: Meldender from the Stammdaten/own Funkrufname, Einsatzstelle from the incident address, Eingesetzte Einheiten from the Kräfteübersicht. Every field stays editable.
  • A command to send it, which writes the Funkspruch to the ETB as an outgoing entry to the ILS and restarts the ILS Rückmeldung timer, so the report and the reminder are one action.
  • A Buchstabier-Helfer that is reachable from the ETB and the Lagemeldung: a word in, the German phonetic spelling out (Anton – Berta – …, including Ä/Ö/Ü/ß/Ch/Sch), plus the alphabet table.
  • A Lagemeldungen section in the PDF Bericht.
Alternatives considered
  • Typing the Lagemeldung as a free-text ETB entry, which is what happens today. It works, but there is no structure, no prefill, and the Lagemeldungen cannot be told apart from other entries in the Bericht.
  • Keeping the Buchstabier-Helfer out of the app, as a printed card in the ELW. This is cheap, but the card is not always where the Lagebuchführer is.
