Research direction

Start by reviewing the issue's proposed bevy_vello dependency and its modern vector-graphics capabilities. The design phase should establish what SVG API support belongs in the MVP; done means the MVP scope is agreed and the resulting support is implemented against that scope.

Description

We want support for vector graphics! We'll use the bevy_vello library, which has modern support for all kinds of vector graphics tasks. The sky's the limit here, so we'll want a design phase to try to understand what our MVP support should look like.
