Comet/Cosmos obesrvability observability qos

Objective

CometBFT should have QoS parity with Solana (as the baseline QoS implementation).

Goals

  • Track blockchain ID and service ID.
  • Handle Request Errors (user/internal)
  • Update observations to include the above.
  • Track Organic vs. Synthetic requests.
  • Update the metrics to publish all the above
  • Update the Data publisher logic using the above tracked fields.

Deliverables

  • Updated CometBFT QoS
  • Updated Metrics
  • Updated Proto definitions
  • Updated Data Publisher logic.

Non-goals / Non-deliverables

  • Adding more QoS checks to CometBFT.

General deliverables

  • Comments: Add/update TODOs and comments alongside the source code so it is easier to follow.
  • Testing: Add new tests (unit and/or E2E) to the test suite.
