Research direction

Start by checking whether scenery issue #547 is fixed, then locate the FunctionNode configuration in the function-builder code. Restore allowTouchSnag:true as described in this issue, and verify that the iOS touch-snag behavior is enabled again.

Description

priority:5-deferred status:blocked

Due to https://github.com/phetsims/function-builder/issues/29#issuecomment-219879387, scenery's "touch snag" feature was disabled (hopefully temporarily) for all instances of FunctionNode. When https://github.com/phetsims/scenery/issues/547 is fixed, set allowTouchSnag:true.
