Research direction

The payload names no files, tests or entry points, so start by finding where translation lookups currently happen in the C++ codebase and whether they depend on a network call. The main open question is the design: which dictionary source and file format to use, how it is downloaded and stored, and how lookups fall back to it. Done means a translation can be looked up with the network disconnected. Expect to discuss the design with the maintainer before writing code.
