Research direction

No files, tests, or entry points are named. Start by locating the project list and the existing user-preference handling, then trace how project ordering is loaded and saved. Done means a user can pin selected projects and see them at the top without changing the silo-wide ordering.

Written by the indexing model from the issue text.

Description

On our internal silos we have lots of per-user projects. I'd like the ability to pin the projects I care about to the top of the list. The pins should be modeled as a user preference of some kind, not as a silo-wide setting.
