Update the French preset so city and postal-code fields are hidden in the editor, then verify that the French address form no longer presents those fields while other address fields remain available.

Description
In France, the new contributors which use ID want fill on each objects the fields about address.
We thinking fill postal code and city is redundant with the boundaries relations.
We want to update adresss preset in france to hide city and postal code to reduce the possibility to add these informations.
We want doing this because we have discovered we have 350 000 objects in OSM which have the tag addr:country=FR
