Research direction

Start in src/OpenClaw.Tray.WinUI/Helpers/InnoMigrationHandoff.cs, at InspectOwnInstallation (line 84) and GrantAndLaunchAsync (line 61), which the log stack trace names. The log also reports that the Test-InnoMigration.ps1 payload is missing or not an ordinary file, so check how the installer ships that script. Done means consent is saved, the Store listing opens, and migration continues on a per-user Inno install.
