Research direction

Start by reading Manifest.toml and checking the project’s Julia compatibility and package setup. Reproduce the reported behavior by running Pkg.instantiate() on Julia 1.11.9 and 1.13.3, then investigate how version-specific manifests should be managed. Done means installs work reliably on both reported Julia versions; the issue does not name tests or implementation files.

Description

Manifest.toml was generated with Julia 1.11.2. On Julia 1.13.3, Pkg.instantiate() re-resolved and hung for over 20 minutes with no output. On Julia 1.11.9 it worked.

Suggestion: define version specific Manifest files.
