blame: Mypy numpy.generic stubs: Enhancement

This was suggested by @randolf-scholz in https://github.com/numpy/numpy/issues/28257#issuecomment-2646551727. It might accidentally cause breaking changes for mypy users (see https://github.com/numpy/numpy/issues/28257#issuecomment-2646563705). So it's best to implement this in numpy-stubs instead (which we plan to merge into numpy at some point).
