What is going wrong? What did you observe?
If you are allowing maybe votes and limit the yes votes to 1, as voter you can:
- give only one vote if you check one box with a yes vote,
- give unlimited maybe votes and one yes vote, if you set the yes vote last

Either there should be the option
- to give only one vote total
- give one yes vote and unlimited maybe votes; even if you don't set them last
- to configure separate limits for maybe votes.
