Research direction

Start with ADR-0002 and parent issue #41 to understand the local-versus-external Identity rule. Then trace Passkey link and device Enrollment and External identity binding entry points. Done when each prohibited path returns the dedicated error, an external Identity can hold at most one External identity, tests cover these cases and the first-Enrollment decision, and just ci passes.

What to build

An Identity is either local (Passkeys) or external (exactly one External identity), never both (ADR-0002). The decision falls with its first Enrollment. Every path that would mix the two is refused: Passkey link Enrollment and device Enrollment on an external Identity, and binding an External identity to a local Identity.

Acceptance criteria

  • Passkey Enrollment (link and device) on an external Identity is refused with a dedicated error
  • Binding an External identity to an Identity holding Passkeys is refused
  • An external Identity holds at most one External identity
  • Tests cover each refused path and the first-Enrollment decision
  • just ci is green
