Research direction

No file, test, or entry point is named in the issue. Start by locating Bugzilla request handling and confirm the API-key or custom-user-agent requirements before choosing an approach; done means attachment requests remain within rate limits.

Description

dylan suggested using an API key (preferred) or setting a custom user agent to avoid rate limiting if we ever run into problems with that. So far it hasn't been an issue for bugzy, if we start requesting attachments we might run into it though.
