Research direction

Start by inspecting the pyproject.toml files under /libs/agent-tools, /libs/hackbot-runtime, /libs/lando-client, /libs/phabricator-client, and /libs/testrail-client, then review the repository’s workflow configuration. Decide whether internal PyPI or GitHub Packages fits the project and add publishing coverage for all five packages. Done means each package can be installed as a versioned dependency outside the monorepo.

Description

hackbot

/libs/{agent-tools,hackbot-runtime,lando-client,phabricator-client,testrail-client} all have pyproject.toml/hatchling build metadata but no publish workflow. Add one (internal PyPI or GitHub Packages) so they can be installed as versioned dependencies outside this monorepo.
