Start with the action modules in libs/hackbot-runtime/hackbot_runtime/actions/{testrail,slack,phabricator,try_server}.py and inspect how handlers/registry.py matches action names in HANDLERS. Trace each ACTION_TYPE, PATCH_ACTION_TYPES, and TRY_ACTION_TYPES use, then introduce the shared enum and update the matching paths. Done means action names use the enum consistently and typos cannot silently yield an unrecognized action type.

hackbot

ACTION_TYPE, PATCH_ACTION_TYPES, and TRY_ACTION_TYPES are plain module-level string constants (see libs/hackbot-runtime/hackbot_runtime/actions/{testrail,slack,phabricator,try_server}.py), matched as raw dotted strings against handlers/registry.py's HANDLERS dict keys. Introduce a shared enum for action names so a typo cannot silently produce an unrecognized action type.
