Research direction

Start by reviewing the Kobalte and tippy.js tooltip documentation, then locate the existing balloon.css usage in the SolidJS UI. Compare candidates against viewport fitting and SolidJS support; leave TestActivityCalendar and non-Solid pages out of scope. Done means documenting a suitable replacement and its migration scope.

Description

currently we use balloon.css. The biggest issue we are facing is that sometimes the tooltip will not fit in the viewport.

Search for possible replacements:

Most of the ui is already converted to solidjs, so the tooltip replacement doesn't need to support non-solid uses like test-results or the static html pages.

The TestActivityCalendar can be ignored as well until it is converted to solid (#8339)
