Research direction

The payload names no files. Start by finding the existing ATIS-dependent highlighting in the repository and reading how it decides which values to mark. Then find where the METAR/metreport values are displayed and apply the same mechanism to RVR above 800 m and ceiling/visibility above 300 ft. Done when those values are highlighted as the issue describes. Confirm the thresholds with a maintainer, since the issue gives no test to run.
