Implement vLARA by @ottotuhkunen

Implementation as the one in Ottos GID
- AUP generator (data from LFV)
- Have vLARA and LFV AUP feed merged into one, which is then used by TopSky
- Add vLARA window to IRIS (iframe or other better solution?)
- Add option to control, or view AUP area activation from within IRIS, maybe feed data to the custom eCharts module?
