Steps to reproduce

Launch WinGet Studio as non-elevated user
Go to manage configuration file
Load a configuration file
Observe it loads normally
Exit WinGet Studio
Go to start menu
Right click WinGet Studio
Launch as Administrator
Approve UAC prompt
Go to manage configuration file
Load a configuration file
Observe it Does not load

It should load
