XML doc comments format incorrect on hover

Reproduce the hover issue in CalculatorManager.cpp from the Microsoft calculator repository using the reported VS Code and C/C++ extension configuration. Compare the XML documentation source with the rendered hover output; done means the XML comments are formatted correctly and the behavior is covered by an appropriate regression check.

Bug Summary:
When working in the Microsoft calculator repo, I find that the XML doc comments are not being rendered properly on hover

i.e. in "CalculatorManager.cpp"

Steps to reproduce:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error
