Research direction

Start at the generator path that creates the src project for new libraries and trace how project files are emitted. Extend the generation flow so a test project csproj is created as well, then verify that new projects no longer require manual test-project creation.

Description

emitter:client:csharp feature

The generator creates the src project for new libraries, but not the test project. Client authors have to manually create the test project then add tests manually. As a first step for test generation, we should at least create the test project csproj to reduce an additional manual step.
