Partially addressed by #1344 — local pre-scan only; does not fully close this item (official PoliCheck + history scrub remain).

Best-effort local pre-scan complete (PR #1344: 6 whitelist→allowlist edits, non-behavioral). Clean on profanity, geopolitical, trademarks, and internal codenames. The official PoliCheck and commit-history scrub still must run.
