Research direction

Start by reviewing the linked NHD, Taginfo, and MapRoulette issue references to understand the requested conversion and its intended scope. The issue does not name files, tests, or an implementation entry point, and completion criteria beyond converting the nodes into areas are not specified.

Written by the indexing model from the issue text.

Description

From the NHD import we have ten thousands of nodes with waterway=dam or landuse=reservoir. These should be redrawn as areas.

According to Taginfo we still have 54.000 dam nodes and 62.000 reservoir nodes. Despite this is big task I think we should start it.

Missing US level crossing was also quite big and Jochen Topfs old style multipolygons challenge even started with 250.000 objects.
