Port functionality to python modules and package as SDK

Description
We (@Gerdie and I) feel that this tool would have maximum utility as an importable python module, with a CLI powered by these modules. As part of this work building a python SDK, we hope to:
- Abstract API concepts into python objects: sources, layers, tilesets should be first class objects, and network interaction with the API will be abstracted into functionality of these objects.
- Interface with common python geographic data structures: sequences of GeoJSON dictionaries.
- Not break any existing CLI patterns or workflows
- More unit testing of core functionality
- Write docstrings for module functions such that implementing a Tilesets API solution in an interactive program (jupyter notebook, etc) allows on-the-fly viewing of documentation
