Research direction

Start at the code that adds the traffic layers to the map style and reproduce the issue with mapbox-streets-v11, checking the ordering of the road-label layer. Done means street labels render above the traffic layers when the traffic layer is enabled; the issue does not name a file or test to run.

Written by the indexing model from the issue text.

Description

In mapbox-streets-v11 the labels are part of the road source-layer. Hence, when the traffic layer is being added, the road-label layer is defined before the traffic layers in de map's style. I added some images as proof and also what is being shown on the map.
