Research direction

Start by comparing the existing HIP and CUDA backend cleanup paths with the SYCL backend. Trace how SYCL queues and contexts are currently released, then identify the public entry point needed for manual cleanup before main exits. Done means SYCL resources can be cleaned up explicitly and the behavior is consistent with the other backends.

Description

Similar to HIP/CUDA backends, support a way for cleaning up global state with the Sycl backend prior to exiting main. Currently, Sycl queues and contexts will be cleaned up automatically, but this should support a manual cleanup as well to be consistent with HIP/CUDA.
