Outcome
Keep explicitly downloaded public documentation readable offline under the contract from #89. Begin client work with its agreed fixtures; release requires the corresponding server/export implementation.
Done
- Download into a staging area, validate the manifest/content digests, and atomically activate a complete snapshot.
- Keep the previous usable snapshot on cancellation, storage exhaustion, corrupt content, or process death.
- Show download size/progress, offline freshness, remove-download controls, and a bounded storage policy.
- Keep locale/project navigation and English fallback consistent with #84.
- Test interrupted update, deleted document, revision mismatch, restart, and offline launch.
Exclude private account content and background write queues.
