Goal

Add a question form matching the existing question-create XML contract.

Acceptance criteria

  • Submit title, body, tags, and supported optional environment fields.
  • Display validation errors beside the relevant fields without clearing input.
  • Keep authoring separate from the anonymous question reader.
  • Open the returned question after confirmed creation; prevent repeated pending submissions.
  • Test successful creation, invalid input, unauthorized access, and an ambiguous response.
