Add vp pm team to manage registry organization teams and memberships alongside the existing vp pm owner command.

Support create, destroy, add, rm, and ls through:

  • npm: npm team
  • pnpm 11.13.0 and later: pnpm team
  • Yarn Classic: yarn team, mapping rm to remove and ls to list

For managers without native support, consider an explicit npm team fallback, following the existing vp pm owner approach.
