What
A view across a fleet of repositories showing, per application, which screens are gated (a required check blocks on them), which are measured (scanned but not required), and which are unlooked (in scope by the file globs but mapped to no screen). This is the visible payoff of complete coverage disclosure at fleet scale.
Current state
src/measure/fleet-insights.ts is a measurement-only script with no unlooked tier and no view. Nothing exists for a person to look at.
Direction
Design the data the receipt and the coverage plan must carry per repository, then a static page generator that renders the three tiers with no color-only meaning.
