Read docs/decisions/setting-helpers.md and the CLI entry point in src/paperpi/cli.py; first resolve how helpers receive prerequisite settings, a decision the issue leaves open. Then implement the command using the selected approach and check that it prints each choice’s show, link, and fill values; the issue also specifies a separate process with the web interface’s time limit.

From the setting helpers design (docs/decisions/setting-helpers.md, "Later"), agreed with txoof on 2026-10-10: helpers should also work from the command line on the Pi, for people who edit the config file by hand (v1 had met_no.get_coord).
Form chosen by txoof:
paperpi helper met_no.location "Morrison, Colorado"
- Names the plugin type and the helper, not a plugin
id, so it works before the plugin is in the config file. - Prints each choice's
showandlinktexts and itsfillvalues as lines to copy into the plugin's[[plugin]]block. - Runs the helper in its own process with the same time limit as the web interface.
To decide: how a helper that needs other settings first (e.g. an NS API key) gets them: from a plugin block in the config file, or typed after the text.
Low priority; after M5 part 3c (#238).
