Done means the strategy supports this exclusion case and the behavior is covered by tests.

Right now, you can only inclusively select files and directories in the skip-unless-changed strategy. In Firefox Translations, I want to be able to express "skip unless a file within this directory has changed except for the test directory".
This could be accomplished by listing all of the directories except test in the optimization strategy...but that is both wordy and not very future proof.
