Standing issue for the weekly conflict job in the RSI lane, alongside the retro's #5399. It is never closed.

Plan holds work per file, so a file many slices edit makes them run one at a time. Each week churn measures, with no model, which files held runs and took commits (churn rsi conflicts). A code or test file past the thresholds launches one capped Opus session, which splits it without changing behaviour by following the hot-file-split skill and opens one PR "Part of" this issue. A week with no candidate spends nothing.
